General infrastructure fix does not seem possible. Re-opening.

I've started with empty full build of 7.3 and enabled Java Web and EE and Java SE in Tools/Plugins.

Then I disabled "Spring Beans" which also disabled "Spring Web MVC". 

After restart both Spring modules remained disabled.
