In order to make sure the NetBeans IDE installer can pre-create caches into shared (server) installation and everyone can then successfully use them (from a client machine), or that other NetBeans based products can pre-create these caches during build time, it is necessary to make sure there are no absolute paths in them.

It turns out that the Netbinox caches use absolute paths currently. This should be eliminated.

Log: #211430: All reference:file: JARs under osgi.install.area are now registered as relative. osgi.install.area is computed to cover all clusters which are next to each other (if possible)
