Starting with cluster.config=enterprise, try turning off all of Java EE, plus Database, Bugzilla, etc. - basically everything except Java and its dependencies, and Mercurial. Then restart, and go back to the Installed tab. Much of EE will still be enabled. Disable that stuff again and restart. Bugzilla will still be enabled and you cannot peristently disable it. Same for Java Debugger and Java Profiler. You can keep on trying to really disable a number of plugins but some of them spring back to life for no clear reason.

Uninstall works more reliably.
