These may be different problems.

NB 7.1.2, Mac OS X 10.7.3 on a MacBook Pro with the laptop screen and an external monitor both in use.  I have the NB main window on the external monitor.

With Java SE 1.6.0 all is well.  The tooltips appear correctly when I hover over a maven project in the Projects list or over a source file tab.  And, when I use Go To Type (either from the menu or from the key sequence) the new dialog box opens on the external monitor.

With Java SE 1.7.0-04 neither type of tooltip appears, and the Go To Type dialog opens on the laptop screen which is not where the NB window appears.

Is this a NetBeans problem or a Java SE 1.7 problem or a 1.7-on-Mac problem?

JDK 1.7u4 indeed has various problems with Swing implementation on Mac. Can't tell whether this is a manifestation of such a problem in JDK though.
Standa, please would you evaluate ?

Report, can you please run SwingSet JDK demo app and check how its tooltips appear on external monitor?
Also please try opening some dialog windows from that demo app, thanks.

With SwingSet running on the external monitor I saw no tooltips (consistent with the NB experience) and new dialogs opened on the laptop's screen, not the external monitor (also consistent with NB).

So I guess this looks more like another manifestation of the SE 1.7-on-Mac U/I problems.
