Based on my observations and also issue 212590.

In this configuration, sometimes after starting IDE is FS mode not available; in right upper corner is missing button.  Sometimes button for quitting FS mode does not work (see http://netbeans.org/bugzilla/show_bug.cgi?id=212590#c10)

Currently no exact steps to reproduce.

As I was told, Full Screen should be turned on by default in the next JDK update.
