tested only on Windows2000
Using runide.exe IDE isn't launched and dialog saying that "runide.exe has 
generated errors" appears.

Launching IDE by unsupported\runide_nt.bat works.
Build 200203070100 is OK.

100% reproducible. Now I can't launch IDE by runide.exe. 
Same happens also on qa-w2k.czech machine.

do you use any command line arguments?  JDK version?  special ide.cfg
file?

I didn't change ide.cfg. If I execute just runide.exe or runide.exe with jdkhome switch, nothing happens: 
no error message, no IDE. If I execute runide.exe with userdir switch then the dialog with "runide.exe 
has generated errors ..." appears.

Libor, Balada told me that you took the build from the wrong place. 
Balada is doing some testing with his scripts.

Place was good, but build was put there by mistake.
