in 7.2 FCS, user experience of applying patch is following:

- bubble appears, announcing update
- user clicks bubble, goes through dialog
- installation happens on background
- after installation, bubble with restart appears; if you miss this bubble and click "restart icon" in tray, it gets expanded and shows two notifications - one with restart, second with updates. Second one is wrong, since update was just performed. Only restart notification should be shown.
