Consider this situation:

Modules A and B are autoloads, module C is not.

A and C both depend directly on B.

B requires some token, and A provides it (but no
other module does).

Does this scenario in fact work? If so, it is not
tested for in ModuleManagerTest. If not, it
probably should, unless it turns out to be very
difficult to implement.

Real-world example: A = xalan; B = jaxp; C = some
other module using jaxp APIs.

If this does not work, B could not require the
token, and C would have to (in order to assure
that A was loaded).
