Observed on JDK 1.4 on Linux in MDI mode. If your Explorer window is narrow enough that more than one row of tabs appears in the property sheet, you cannot get to the second row using the keyboard. You can TAB until the first property tab is selected, but then arrow keys cycle only within the tabs in that row. They will not continue on to the next row. For that you must use the mouse. See screenshot - at this point pressing the right arrow key moves back to Properties, not Capabilities.

Jesse, I think that this is JDK issue ( or as design) , if you try the same on JTabbedPane outside NetBeans you can see the same behaviour. IMHO : you can select appropriate tab (in second row) with Up/Down arrows.
Oh, up/down does work. For some reason I thought these did not work, but they do. Thanks.
