It looks like a reason of several VCS issues.

All the blocking issues were resolved, so I'm resolving this one as
fixed.

The one recently reported by Peter (issue #30521) will be fixed on
it's own, it was not scheduled into TEGAL_MILESTONE_2.

I think most significant problems were solved by this fix.
Checked on NB351 FCS and NBdev from Jul-30-2003
