It seems to me it is caused by Tim's changes.

Correct, I fixed a border bug on the toolbar buttons in the
property sheet toolbar, and removed what *appeared* to be 
redundant border mgmt code, but didn't notice that while
the property sheet toolbar borders now worked, the main
one didn't.

Fixed with ToolbarButton 1.20.
