Create an eager module dependent on vcscore and
projects, that will add VCS actions on projects
node and add new actions like:
"Pull Project From VCS",
"Pull Source From VCS",
"Add Project To VCS".

What is the relation of this to issue 23286? Wasn't it created for the
same purpose?

Yes, these two issues are in fact duplicates.
One is submitted for "vcscore" and one for "projects". I'm not sure if
it was decided where the "VCS + projects" funtionality will be
physically located (I suppose that it will be at vcscore/projects as a
sub-module).
However the dependency is on both vcscore and projects module and
developers from both VCS and Projects teams will be involved. This is
probably why there're two issues for this.

Reassigning vcscore issues to versioncontrol->vcscore.
