Jano, I know you were planning on a final spec for partially visible
tabs, probably half-visible or something - we talked about this a
couple weeks ago.  Do we have such a spec?

The metal spec pointed to in this issue uses the original design.  I'd
rather fix this issue once we know what the final look of clipped tabs
will be, rather than fix it to look like a spec I know will be changed
the near future.

that does contain the final spec.

Rewrite of UI classes for metal has been merged.
