It's going to take some serious convincing to make me believe that's a real A11Y bug.  
We use JScrollPanes all over the IDE and I have never seen anyone set the accessible 
names of their scrollbars, nor have I ever seen such a bug reported on any of the 
other thousands of scrollbars we have.
