SYNOPSIS: Please find a way to have ja/C names for default tag/dialog names

Current (CE1.0 Japanese) product does not have a function to switch to a English message properties after it is launced in Japanese locale.
This affects primary messages in English mode and they are shown in a wrong characters. (garbages) The messages include `tags name / window name/ workspace name` in the main window and `Explorer` and
`Object Browser` dialog titles. At least the default names should have functions to switch to other locale.
If the message is customized to be a Japanese private name, it is ok that the message is not shown correctly in English.  It`s a customers choice.
This is a critical i18n bug.
I request this implement will be included in the future (CE1.1 or IE1.0) i18n products.

Workspace names now coexist, but window names cannot coexist as they are part of
 saved project. I think it's not possible to fix it.

Resolved for 3.4.x or earlier, no new info since then -> closing.
