Found in nb42dev build 200508161800

1. Start netbeans standalone with a new userdir
2. Try to start pointbase db: "Tools -> Pointbase Database -> Start Local
Pointbase Database"
3. In spite of the fact that you don't have the Sun App Server added the error
message is appeared and says "java.io.IOException.....file not found"
=> it would be better to change this message for some more illustrative. For
example something like this "You don't have the Sun App Server added".

this isn't really a dup in the strictest form...

But the fix for 64826 will close this one, too.
