When doing the experiments that led me to file issue #70551 I was off SWAN and
found that I had no access to detailed docs on what syntax was permitted for
*.rules files. Would make sense, I think, to include important usage information
in JavaHelp format inside the GUI module itself, for easy reference incl. when
offline.

Added rule language write-up as help set.  More documentation is obviously needed.

Added tutorial link to Help->Tutorials.  All help hooks should now be in place,
although a lot more writing is still needed.
