Reproduce steps:
1. Install 2006-08-01 netbeans 5.5 daily build
2. Install SJSAS 8.2 EE latest promoted build 15 on the same machine
3. Add 8.2 EE server in realtime of netbeans
4. Start the server
5. Start admin console. The admin console cannot be brought up because the wrong
URL: http://localhost:4849. The URL should be https://localhost:4849

This issue occurs even when server is up. But issue 74939 happens when server is
down. Is this issue still the same as 74939?
