-create new WSDL file in some project

-in NB 5.5 RC1/2:
IDE creates new wsdl file with sample content which is commented out

-in NB 5.5 + EE pack + other packs
created WSDL file contains only definitions element, commented code gets lost

This is not a bug. Enterprise pack provides a wsdl editor and overrides 
WSDLDataObject of netbeans. We do not provide any commented out wsdl, since 
there is a wsdl wizard is available in enterprise pack which allows user to 
create valid wsdls so no need to have commented out wsdls.

No pushback from original reporter. Assuming the rejection of issue is
acceptible. Verifying as WONTFIX.
