LoaderPools is serialized/deserialized in ModuleInstaller instead of
NbProject. With the project module enabled the serialization/deserialization is
done twice.

The correct place is probably somewhere on system filesystem. Services/Loaders
might be the right folder (then the DataLoaders would be recognized by lookup).
