to reproduce:
-------------
1) expand 'Runtime Tab > DTD and XML Schema Catalog > NetBeans Catalog'
2) right-click XCatalog DTD node and choose View
ERROR: the XCatalog DTD document is opened in XML Editor

I do not see any issues. It does open the DTD in the editor.
