Autoupdate should use versioning of module localizations, it means that module
localization have to know its version, similar to versioning of modules. For
example: the module M has localization M_CZver.1. This localization can be
updated to version 2 if available M_CZver.2

It's not planned for long time. It's fair to close as WONTFIX
