Contents of extensible help provided by extensions are not shown. Only tree
contents are displayed.

The extension attached on issue51628 can be reproduce the problem:

@Edwin: how did you confirm this? I can not reach the file in Description anymore.
It seems issue 56128 does no have any attachements.
I have a few extensions that contains both tree and help files and they works well.

Your attachemt is html file indicates 404.
The extension manager installed the attached file like as successfully installed. 
But not content extracted without error message.
So this issue can not be reproduced any longer.

Looks OK because it is not disabled in the list. But no contents from it installed 
under user's profile.
Try to open the file with a text editor. You can see HTML content.
