file to demonstrate the issue

The "Callouts" toolbar on the "Drawing" toolbar:
Although the icon for the "Line Callout 3" shape looks different than
the icon for the "Line Callout 1" shape, using both gives the same effect. Interestingly, one can employ API [1] to draw shapes:
"line-callout-1" and "line-callout-3".
They are not the same.

Steps to demonstrate:
1. open the attached file "Callout123.odg".
2. press the "Show Callouts" button
(three shapes will be drawn: "line-callout-1",
   "line-callout-2" and "line-callout-3").
Notice that the leader for the "line-callout-3" shape
  is by default vertical.
3. Use the "Callouts" toolbar to draw shapes
"Line Callout 1" and "Line Callout 3".
In principle they look the same.
