Apache OpenOffice (AOO) Bugzilla – Issue 16182
Headers and footers are limited to the page frame
Last modified: 2013-02-07 22:39:28 UTC
Page Style dialogue, item Headers/Footers: The headers and footers are always placed directly above and below the default page frame, and have the same width as the default frame (they can be made smaller, but not wider). This means you cannot place headers/footers that are wider than the default frame (not uncommon), or cover other areas of the page (e.g., a footer with a page number middle-right of the page).
I can confirm the behavior (RH9/1.1.0), but is it a defect or an RFE?
You may call it a feature, although I think that a page number on an arbitrary position on the page is a quite common thing to ask for.
Using the drawing functions, you can draw something on an arbitrary position on the page and anchor it to the heading, so it will get replicated on every page. However, you cannot do this with frames and OLE objects because they stay restrained to the physical header area.
Changed from defect to Enhancement.

Two problems severely limit this functionality: a. Text does not wrap around the drawing object unless it is anchored to the text frame (paragraph) or to the page. But it needs to be anchored to the heading to be replicated on every page. b. You cannot insert fields, e.g., the page number, in the drawing object. So it is still not possible to get the page number on an arbitrary (fixed) position on the page.
Is realised in 2.0.x
