It is strange that my toolbar is missing when opening Doc from Issue 21961.

I will attach screenshot when opening the SXW/other documents OK together when
this problem happend. 

Reseting the toolbar didn't work

It also happens with some other documents too. 
I didnt know what make this.

After I investigate it again. 

The Object Bar and Main Toolbar is Missing/didnt show when opening
readonly doc. 
it is not good since we cannot see the font size, heading, ETC.

SBA: The readonly view is to READ documents. In order to do so (while
concentrating on the document CONTENTS) it is very helpful to use as
much screen area as possible. So I think that hiding the toolbar,
object bar and horizontal scrollbar looks meaningful. 

OK, there is another well-known word processor that does it
differently, but is that a better solution? I think that too little
people concentrate on things like font size and paragraph styles while
reading a document to justify a change.
Besides, a lot of people won't understand that a whole toolbar is
shown when it is of "absolutely no use".

Affecting all applications => Changed Component to "Framework".
Issue type changed to "Enhancement". Reassigned to Bettina.

The Issue you raised has the status 'New' pending further action, but has not
been updated within the last 4 years. Please consider re-testing with one of the
latest versions of OOo, as the problem(s) may have already been addressed.

To grep the issues easier via "requirements" I put the issues currently lying on
my owner to the owner "requirements".
