This is a spin off from issue 23021

The "Missing 'middle-border' in the page header" problem for document
"Conversion12b.doc" from issue 23021 can be reproduced:
If you open the document with WORD you see 2 areas in the page headline, eache
with a border complete around
If you open the document with 1.1.0 German version WIN98SE: 645m19(Build8693),
you will see only 1 area for the complete headline with a border around it.
You have 2 paragraphs in the document:
1. from "E.D.&A."  to "18 19"
2. from "E-mail" to "EDnA.be"

Each of those 2 paragraphs has has a border complete around, and it
seems, that WORD and OOo have different interpretation for that
situation (all comments concerning visibility in the OOo document):
- Word: shows a complete border around each of the paragraphs
- OOo: merges the borders (if they have the same format) of the 
  paragraphs to one border around the complete 2 paragraphs.
  If aou change the colour of the border around paragraph from 
  "E-mail" to "EDnA.be" you will see that the dividing line between 
  the paragraphs becomes visible.

This is not only in the headline, but anywhere in the document.

Both methods of WORD and OOo have specific advantages and
disadvantages, but to prevent from compatibility problems, OOo should
be able to simulate the "WORD- way". I am not sure: is there any
possibility to select the behaviour?) 

For most of my OOo Writer applications, that "merge" is an important and useful
feature, especially when I paste "unformatted text" with many paragraphs into an
area with border complete around. There I _want_ that OOo connects all borders
to one big border around teh complete new text. It would be fine if we could get
something like a preference selection checkbox "connect ....", but actually I
have no dea ho to handle that in a user- friendly way.

A checkbox which allows or disallow merging of the border of paragraph is planned.

OD->AMA:
The option with the checkbox to control, if borders/shadow of adjacent
paragraphs are merged or not, will be implemented with issue #17758#. This fits
the summary given by this issue. But, the given document shows the MS Word
feature "middle line between adjacent paragraphs, which has merged their
borders/shadow".
Please state, if we want to implement this feature for OpenOffice.org 2.0

I would like to have this feature in OOo2.0 with lower priority. Because I don't
think that we have the time for this, I'll set it to target OOo later.
