when position & size is chosen from a chart object like title or legend, it is 
possible to change size of this object, but accepting changes does nothing and 
when position & size is opened again these values have reverted to original 
values.

until issue 36425 is implemented (resizing of these objects) these fields should 
be shaded and should be available again after resizing is implemented.

Confirming with ooo 1.9.58. 
But rather than disabling these now and enabling later, I'd prefer to wait until
issue 36425 works then fix size fields to work too.
