When u often use the Dialogbox Special Characters, found at Insert|Special 
Characters...

you miss the option to assign your character at a shortkey.
This option will be used in a lot of countries

So:

Add new button "Shortkey"

If you really need these characters frequently, you should configure your
operating system to provide these characters. Either using deadkeys,
compose-sequences or mode-shift.

Set it up once and use this in every application. No need to configure each
application on its own.
