GIF Images do not display correctly.

I created a GIF image that supposed to display first layer for 7 seconds and 
second layer for 4 seconds. GIF image display correctly in the Web Browser and 
in PowerPoint.

In the IMPRESS both layers comtinuously display for the same period of time 
(less than a second)
