Apache OpenOffice (AOO) Bugzilla – Issue 73699
Date and time in Impress footer not saved properly
Last modified: 2007-01-22 10:27:43 UTC
I had seen one such issue being two years ago and the resolution that it was solved in the internal version. But, it still seems to exist. Here is the description. Open an Impress presentation. Insert a footer with Date and Time option. Save the file. When you open it again, only the date or time appears, but not both. Sesh Jan-21-2007

I'm able to confirm that for OOo2.1-de on Linux (SuSE 10.2 with the original OOo from the website). If you take a variable date and time in the footer, OOo changed the format to date only (no timestamp).
Confirming with OO 2.1 and 9107 on WinXP - "Date and Time" after save/close/open converts to just date. On attached screenshot - circled in blue is "Date and Time" format for the footer, circled in green is what gets inserted in the document and circled in red is what I get after saving and reopening.
