This is the primary cause for issue 6132 - in my opinion.

I am running Windows XP (former NT), 
norwegian version. I have downloaded OpenOffice, german version, and got a strange behavior 
with date-formats. OpenOffice treatet all dates in the format MM/DD/YY, which is not correct. I 
had not defined the language in the Option-settings, therefore OpenOffice considered system 
default (norwegian). When I defined german language explicit, the date format was changed to 
DD/MM/YY.

My conclusion: The date-format definition for the norwegian language is not 
correct (should be DD/MM/YY).

Please see issue #10976. The proposed, corrected locale files will fix the 
date formats along with many other locale bugs.
