When a new chart (with no cells from a table selected) is created, the menu
choice "Format-Data Ranges..." is disabled.

This is a follow up problem of issue 89303 resp. issue 75743. A default chart is
created from  a complex table, thus it has no connection to any data source
(means: table). So this option is not available. When issue 75743 is fixed, the
option will again be available for the table in your test case.
