New Document. 
Insert:Table. 
Place marker within a Cell. 
Type "Shift Alt Down". 

Result: no change. 

Expected: The same behavior as when typing "Shift Alt Right", but Vertical
instead of Horizontal.

Alt-Down works as expected. But Alt-Shift-Down won't make sense here (how making
a table smaller from the top of it?).
