Regardless of where I click and then right-click to add a New Slide, a new 
slide is added to the end of the presentation, and not at the location I 
specified.

And if I choose to copy a slide, and specify a location to paste it, the pasted 
slide appears at the end of the presentation.

Please try the OOo version http://download.openoffice.org/3.0.1rc1/index.html.
The bug should be fixed there.
