Currently endnotes, which are at the end of a document, are always preceded by a
page break. I am writing an academic paper and in order to save space the
endnotes should follow straight on from the end of the paper, without a page
break inbetween.

ES->FT: seems to be a high requested feature to give more flexibility 
to notes at the end of the doc. But it's a big redesign work.
Design proposal: a function called "group notes" which would work 
like the indexes/TOC = a section you can insert wherever you want.

Yes, I am trying to put a short piece of text before the first endnote
(in the same page) and it seems to be imposible to write anything
there. I have not found anything like "Endnotes heading" or "Endnotes
title". I have tried to introduce a "page heading" but the heading
appears in all pages (I do not know if it is possible to define a
heading just for one page).

For sure, removing this compulsory page break before the endnotes
would be the solution. It is better for the user to choose if he wants
the page break or not.

Writer needs a features that allows to place individual text in front
of collected footnotes that reside on a single page.
Example: One writes a chapter with 20 footnotes in it, it should be
possible to put all 20 footnote entry on the last page of this chapter
AND to add sonme text in front of it.
Currently we always insrte a page break in front of the footnotes
making adding text impossible.

if your endnotes fit on one single page, you can use one of these workarounds:

workaround1: increase page margin from top of the endnote-page and place a frame
in that area.
workaround2: use the header of the endnote-page

if your endnotes don't fit on one single page, you can enter a endnote at the
beginning of your text and use a "custom" symbol (The first letters of your remark).

(but still there will be a page break before the endnotes-page)

The location of the endnotes should note be set. I should be able to insert a
comment after the endnotes. I might also want to have my bibiography after the
endnotes. Or have a header and footer, or *page number*, on the endnotes page.

I and my colleagues need this feature very much as the endnotes are preferred by
the humanity periodicals in Russia and other ex-USSR countries. Maybe you would

The current endnote features make it impossible to write an academic paper in OO 
at least in my area (mathematics, computer science). All submission requirement 
I know require (1) endnotes to follow the text without page break (2) various 
terms are required to head the endnotes ('Reference', 'References', 
'Literature', etc) (3) the dividing line between the text and the endnotes is 
always considered to be against the submission rules.

I have replicated the issue as originally stated; however, seem to be confused at what is actually being asked here. It seems to be a narrow margin of request, as you can always expand your margins through the ruler tools, which I also was able to replicate, which would solve the issue they were having with space requirements. I also tested this, by extending the margins and adding tables and also inserted other options such as time and author, all which were able to be inserted into the new extended margins before the endnote. the only other functionality I noticed that there lacked, yet I would assume would not be a feature, is to be able to include more than one endnote into a document, which would make sense to myself as it is not the end of the note at that point. This also could already have been fixed, as I have done all of this on OpenOffice 4.0.0. Maximizing space in a document, is something I have done myself a billion times over; however, I feel like the capabilities of OpenOffice for this seem to satisfy every requirement I have myself as a customer.

Often margin requirements are fixed by the publisher. So you cannot play around with them to make it look like everything is in one flow. 
I really would appreciate the originally requested feature, with the extension of adding/editing text just above the notes. 

I don't know how it has been programmed, so I can't judge the redesign work involved, but extension of the Footnotes/Endnotes Settings page would be the proper place to include some extra options 'insert page break yes/no" "insert separator yes/no" "insert additional text"
