I have tried to open an rtf document. Unfortunately there are major differences
brterrn OOo 2.04 and MS Office (XP). I do not really know which one is correct,
though the MS Office document looks much better. This is an official document
from the Romanian Ministry of Education (and can be downloaded from this URL:
http://www.cncsis.ro/2007/inf_comp/A/Formular_A_2007.rtf ).

Differences (between OOo and MS)
===========
 - page 1:
   -- header layout completely broken
   -- some Romanian letters (Central European special chars) are displayed
wrongly  (e.g. ţ -> ?)
   -- the select lists do not work
   -- table 4 is broken (first row contains some invalid data)
   -- table 5 is posted on the first page (should be second) and is broken
(selection list does not work and some minor layout issues)
 - page 27: contains also some very annoying layout errors

There are layout differences on other pages as well and non of the selection
lists does work.

The output of OOo Writer seems to resemble that from MS Wordpad (which is also
very different from MS Office XP). I do not know what the standard says and
therefore can not really say if OOo is wrong and MS Office correct, but it would
still be nice to fix this.

I think that this file "Formular_A_2007.rtf" represents in a fine way many of 
the RTF problems I have reported in other issues.

In issue 35217 is one reason why there layout might be different in Word and in 
OO.
In this document there might be more reasons why layout is different.

In issue 49087 is very rare situation where an image is disappeared. 
It might be possible that it works also other way round that OO misses RTF 
picture.

In general, like issue 59345 shows there is problems when text is around or 
somehow related to a picture.
There is also some problems with images in general - as issue 63306 and issue 
59345 show.

Issue 68385 describes problems with tabulators in RTF documents with OO.


I would say that the file "Formular_A_2007.rtf" describes so many RTF problems 
that developers should take it as a general test reference.
Real life documents are always better than some hastily maded quick and dirty 
test documents.

To be precise what I used:
- WIN XP Pro v. 2002 SP 2 (English version)
- OpenOffice 2.0.4 RC 2 (English version)
- Word 2002 (10.6802.6735) SP 3 (English version)

In this issue we will concentrate on the Layout problem regarding the objects at
the top of the document. For other problems I will file new issues because this
are seperate problems and need single issues regarding the "Issue submitting
guidelines". Please regard this for submitting issues in the future; thanks for
your patience.

For problem regarding wrong Romanian characters I have filed issue 70736.
Problem regarding "broken" table 4 is already tracked as issue 55074.
Problem regarding table 5 on wrong page is a successor of the problem regarding
layout on top of document - the whole document content is positioned much too
high due to that.

MRU->OD: see attached document. The objects in the middle and on the right are
positioned too much to the left. It seems, that Word takes a different reference
point for positioning these objects - to the right of the left object.
BTW: it is the same as for .doc format.

Although the target milestone is set to "OOo Later" I wish to encourage the
developers to correct all these RTF problems as fast as possible.

REASON
======
This is an official document of the Romanian Ministry of Education and Research.
Actually it is the primary questionaire needed to apply for grants in Romania.
CNCSIS is by far the most important institution that offers grants in Romania,
and everybody from the academia is bounded to fill this form. (see
http://www.cncsis.ro/tipa2007.php ; there is even an English version of the
document, http://www.cncsis.ro/2007/inf_comp/A/Formular_A_2007_ENGLEZA.rtf , but
this one does NOT contain the Romanian letters).

It is difficult for the academia to switch to OOo, if they would not be able to
fill the appliance for grants. I still use OOo, but had to switch to MS Office
to write that application.

So I would ask you sincerely to put every effort to correct the RTF filter as
fast as possible. IF there are any inconsistencies in MS Office, please let me
know. I would not loose the opportunity to bash at the Romanian Ministry, BUT I
need HARD evidence, that the specific feature is not standards compliant.
