Issue 90677 may be related.

My objective is to make an on-line questionnaire with strategically determined 
space for each answer.  The questions are to be in frames with content, size 
and position all locked.  The frame is to be anchored to the page.

Steps to reproduce:
Type <text of first question>
Highlight  it and Insert Frame.     
  Problem 1 -  It has moved (OK...) but it is a really ugly size and shape.
Right click, Frame properties - 
  Anchor to page
  Wrap to right
  Zero space above and below
  remove borders
Grab and move to where I want it.
  Problem 2 - It moves up from where I put it by about Top Margin measurement.
Put it where I want it again - it stays.
I start to type, expecting my text to flow around it.
  Problem 3 - The wrap does not return to the left hand margin below the frame.

I've upgraded to beta2.
Problems 1 and 2 still there.  Problem 3 did not happen.

The frame has a spacing below of 20 cm (where it should be zero referring to
your description.
Setting this to 0 should solve your problems. Could you please also try?

The problem (1) regarding Writer's unintuitive behavior when inserting a frame
for selected text is already tracked as issue 93544.

We will handle problem two now in this issue. For the future please just post
one problem per issue as long as this is the only way to handle issues in a
convenient way. This is also stated in
http://qa.openoffice.org/ooQAReloaded/ooQA-IssueRules.html

MRU->OD: just insert a default frame via Insert.Frame, anchor it to page, then
move it to the upper left corner of the text area -> frame will jump to top of
paper.
