This is one reason I can't use OpenOffice:

The inability to choose a specific color is a total limitation.  There is a
bunch of colors to choose from, but if I want to match a specific color, then what?

Having a custom color palette would be a super nice enhancement at this point,
and a necessity for the future.

Nice program though.

I am a long-standing user of OO and just ran into this limitation of OO. I was 
creating a newsletter. We have visual identity standards at our University, so 
I wanted to specify green and gold colors in Writer. But there was no way for 
me to specify the colors for the fonts, borders and backgrounds. As a result, 
in spite of my best intentions, I had to discard OO and resort to Word. I have 
attached both documents to show that I really mean to use OO but was forced to 
use Word.

I have read the issues 16217 and 11098. As a committed OO user, I would be 
happy to try the work around the next time I run into this issue. However, it 
is cruel to expect users to first open Calc and play with it when all they want 
to do is specify colors in a Writer document.

Colors are extremely important in conforming to visual identity standards. OO 
has circumvented the problem for Sun internal use by defining Sun colors in the 
default template. But there are other real users who do not have this luxury.

To manage the many suggestions for enhancing the color palette, I have created a
meta-issue here:
Issue 105642 - Re-design and UI improvements for color palettes (meta-issue)

The purpose of the new issue is for management only, it does not duplicate
specific design requests (that we wish to capture).

I always go to the Draw component to create new specific colours which I then
can use in Writer. Indeed a very inconvenient route.

I would love to see this feature implemented quickly.

To grep the issues easier via "requirements" I put the issues currently lying on
my owner to the owner "requirements".
